- DUE TO ESTABLISHED ECONOMIC AGREEMENTS BETWEEN THE UNITED STATES GOVERNMENT AND THE GOVERNMENT OF TURKEY, THE AIR FORCE INTENDS TO AWARD THIS SOLICITATION TO A BUSINESS CONCERN WITHIN THE COUNTRY OF TURKEY. THEREFORE, PROPOSALS FROM BUSINESS CONCERNS OUTSIDE OF TURKEY WILL NOT BE CONSIDERED (i) This is combined synopsis/solicitation number FA5685-04-T-0008 issued on Mar 04, 2004 for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. The solicitation will be issued on the World Wide Web and can be found at the following web site: http://www.eps.gov/. (ii) Solicitation FA5685-04-T-0008 is issued as a Request for Quote using Simplified Acquisition Procedures under the test program for certain commercial items found at FAR Part 13.5. (iii) The solicitation document and FAR incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-20 and Defense Federal Acquisition Regulation Supplement, Defense Change Notice (DCN) 20031215. The Incirlik Air Base (AB) Local Clauses; Special Provisions; and the Representations, Certifications and Other Statements of Offerors or Quoters are included with this solicitation as an attachment. (iv) This acquisition is being changed from 100% Small Business Set-Aside to Unrestricted do to the Overseas Location Exception. (v) The 39.th Contracting Squadron has a requirement for a Commodities Purchase Order to purchase some Printer Cartridges for 39th Contracting Squadron / LGCB, 10.CU TANKER ?SS?, BINA NO: 485, Adana, Turkey. The Purchase Order will be for numerous printer cartridges. A list of the specific cartridges with the quantities of each is attached. (vi) The following Purchase Order line items are applicable to this solicitation: Contract Line Item (CLIN) 0001 through CLIN 0012 See Attachment One. (vii) Delivery: Offeror?s proposed date of delivery shall be stated in each offer. Place of delivery for acceptance and FOB point will be 39 Communications Squadron/SCBNA, 10.CU TANKER ?SS?, BINA NO: 470, ADANA TURKEY. (viii) The FAR Solicitation Provision 52.212-1, Instructions to Offerors--Commercial Items (Jan 2004) is tailored and Full text of the tailored clause is included in Attachment Two and Addenda One to this solicitation. (ix) Solicitation provision at FAR 52.212-2, Evaluation ? Commercial Items (Mar 2003), applies to this acquisition. (a) The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government using the factors from 52.212-2. The evaluation factor, which shall be used to evaluate offers: Offeror?s offering the best overall value to the Government will receive the award. (x) Offerors are reminded to include a completed copy of the 52.212-3 Offeror Representations and Certifications ? Commercial Items (July 2002), with this offer, refer to Attachment Two. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions ? Commercial Items applies to this acquisition. (xii) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items (June 2003) (Deviation), applies to this acquisition. (xiii) The list of FAR clauses and provisions incorporated by reference and full text, which apply to this solicitation and any resultant Purchase Order, is attached to this solicitation on Attachment Two. (xiv) The Defense Priorities and Allocation Systems (DPAS) assigned rating for this procurement is unrated. (xv) There are no numbered notes applicable. (xvi) This announcement will close and quotes are due by 2:00 PM (LOCAL TIME) 12 MARCH 2004.
