Description
The Department of Air Force is seeking qualified entities for a Military Housing Privatization project for Air Education and Training Command (AETC) Group 1 (Altus AFB OK, Luke AFB AZ, and Sheppard AFB TX). This project involves a real estate transaction to privatize all of the military family housing at these three bases into one initiative. The Government will lease approximately 842.3 acres of land at the three bases for 50 years and convey 2907 existing housing units and other improvements to one successful offeror. The successful offeror will own and operate the rental housing development of 2062 homes at the three bases for military families for 50 years, as well as finance, plan, design, and construct improvements in the development. The Government is willing to provide financing assistance in the form of a Direct Government Loan, and by providing a partial limited guaranty of a permanent loan from an approved commercial lender. An Industry Forum will be conducted at all three bases beginning at Luke AFB, Glendale AZ on Tuesday 6 April 2004 from 7:30 am to 4 pm. This will include general briefings on the Air Force housing privatization process and a tour of the homes at Luke AFB. This will be followed by briefings and tours of the housing at Sheppard AFB, Wichita Falls TX on 7 April and at Altus AFB, Altus OK on 8 April. The objective of the Industry Forum is to convey pertinent information on the project and its corresponding solicitation and to gain insight into industry?s position on how to improve the solicitation and execute the project. The solicitation is scheduled for release in April 2004. An Icebreaker will be held the evening of Monday 5 April 2004 in Phoenix AZ, and all forum participants are encouraged to attend.
