PLACE OF PERFORMANCE: Patrick Air Force Base, Florida (PAFB) 8. JOB DESCRIPTION: See below A. STATEMENT OF DUTIES 1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: This position is located in the Department of State, Bureau of International Narcotics and Law Enforcement Affairs, Office of Aviation (INL/A), Patrick AFB, FL. The Office of Aviation provides planning, operational and logistical support and contract oversight for the INL counter-narcotics aviation program conducted in various overseas locations. The Office of Aviation performs this mission using a fleet of more than one hundred and sixty (160) fixed and rotary wing aircraft, 1000 contractor personnel, and 40 Government and personal service contractor personnel operating in both the United States and overseas locations. PURPOSE: The purpose of this position is to provide Non-Pilot Crewmember Training Advisor duties for the Office of Aviation, Patrick AFB, FL. The incumbent provides oversight for the development and implementation of a standardized non-pilot crewmember training program for fixed and rotary wing aircraft, to include maintenance, aerial gunnery and armament training programs for U.S. contractor and host nation personnel in all overseas locations. The incumbent administers the program IAW the INL/A Training and Standardization program, INL/A Operations Directives, and INL/A Safety Directives and Guidelines. The position reviews, develops, implements and contributes to a wide variety of plans, policies, and procedures for training and employing aviation assets. SUPERVISORY CONTROLS: The incumbent works under the direct supervision of the Director of Operations. The Director of Operations provides general direction in terms of broadly defined aviation policy/mission/functions, and contractual procedures. The incumbent exercises latitude for independent action, initiating projects and overseeing the execution of approved new programs under general supervision. Completed work is considered to be correct and review of the results is for timeliness and effectiveness. 2. STATEMENT OF WORK Provide contract oversight of contractor provided gunnery programs, mechanic training, NPCI crew-coordination training. Oversee all aspects of the development and implementation of the INL/A Non-Pilot Crewmember Training and Standardization Program for both fixed and rotary wing aircraft in all country programs. Provide instruction to and evaluate contractor maintenance and armament instructors and personnel. Training includes instruction on the DoS operating rules, maintenance and armament manuals, use of the Guide to Aviation Training and Standardization, use of the Aircrew Training Manual (ATM), and overall program management. Review requirements and recommend establishment of formal programs of instruction, informal training programs, training standards, directives, and SOPs to support program requirements. Evaluate non-crewmember instructors and evaluators to insure program standards are being met. Determine training effectiveness, adherence to standards, proper utilization of training resources. Evaluate host nation personnel in the performance of crew duties to determine training effectiveness. Perform primary staff duties as required in support of the INL/A counter-narcotics mission. Prepare periodic contractor performance reports for the Contracting Officer?s Representative (COR). 3. COMPLEXITY The contractor employee performs non-pilot crewmember training and standardization oversight of contractor and host nation mechanics, gunners, and armament personnel supporting counter-narcotic operations. The contractor employee is responsible for the development of training programs, training plans, training policies and training procedures for INL/A. Incumbent coordinates recommendations from managers and maintenance personnel, consults with the Director of Operations regarding ongoing projects. Provides guidance to contractor and host nation maintenance and armament personnel and oversight of the overall program. The contractor employee performs continuous analysis of ongoing programs to determine effectiveness, requirement for new procedures or policies that will improve efficiency, effectiveness and safety of aviation operations in support of the counter-narcotics mission. 4. PHYSICAL DEMANDS The work is both physical and sedentary in nature and involves activity at both the main and field locations. May require some physical exertion and dexterity. 5. WORK ENVIRONMENT The work is primarily conducted in an office or aircraft hangar with some travel to field locations for meetings, conferences, activity reviews, and field inspections/flight evaluations. The contractor employee may be required to perform duties at field sites under primitive conditions. Some sites have been declared hazardous duty locations by the Department of State due to hostile activities of narco-terrorists and therefore pose significant risk to the incumbent while at these sites. B. QUALIFICATIONS 1. MINIMUM QUALIFICATIONS Knowledge of U.S. Federal Aviation Administration regulations, including, but not limited to FAR Parts 1, 61, 67, 91, 135, 137, 141, 143, and 830. Experience as a maintenance and armament instructor in the training and standardization of mechanics and armament technicians within a formal Non-Pilot Crewmember Training Program. Extensive knowledge and experience in the application of Aerial Gunnery procedures used in counter-narcotics programs. Extensive experience in management of a formal aviation-training program within a medium to large aviation organization. Experience with aviation risk management and safety programs. Experience in Night Vision Goggle aviation operations and aerial gunnery. Minimum of ten years experience in the maintenance of rotary wing aircraft. Minimum of six years experience in the maintenance and employment of aircraft armament systems used on rotary wing aircraft. Knowledge of aircraft maintenance, logistics, and armament practices and procedures. Ability to read, write and speak both English and Spanish Language at the technical level. 2. PREFERRED QUALIFICATIONS U.S. Military certification in Training Management related to aircraft maintenance and armament systems. Experience in hostile fire environments. Knowledge of and skill in operation of desktop computer based word processing systems. C. EVALUATION CRITERIA Factor 1. (Contract Oversight). Offeror?s ability to: a. Provide instruction to and evaluate contractor maintenance and armament instructors and personnel. b. Provide training on DoS operating rules, maintenance and armament manuals, use of the Guide to Aviation Training and Standardization, use of the Aircrew Training Manual and overall program management. c. Evaluate contractor non crew member instructors to ensure program standards are being met.. Factor 4. (Past Performance). Offeror?s previous experience and quality of performance. (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references). D. COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry-level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. E.
