NO: DOL-J-04SA90001 COMBINED SYNOPSIS/SOLICITATION FOR JOB CORPS WESTERN PACIFIC REGION PHOTO SHOOT The Western-Pacific Region of Job Corps needs to collect photographs of each Job Corps Center in California, Arizona, Nevada and Hawaii. The still photos will be used for printed marketing materials, a new website, a comprehensive photo library, printed photos albums, and press opportunities. As you may know, Job Corps is a federally funded program and is the nation?s largest and most successful career training program for individuals 16 - 24 years of age. Our core audiences are prospective students ages 16 to 24 and influencers of prospective students, such as parents, counselors, educators, and corporate employer partners who hire Job Corps graduates. To learn more about the program, please visit our website at http://jobcorps.doleta.gov. The following is a detailed scope of work for this project. Please respond to this request for proposal with a proposal on your company letterhead. Your proposal should include a cost break down for the following: Section One: Pre-production/Production costs Section Two: Travel cost and staff expenses Section Three: Editing/post-production Section Four: Photo Album Duplication and CD-ROMs Proposals are due on or before Wednesday, March 24, 2004, at 5:00 p.m. local time. INTRODUCTION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document incorporates FAR provisions and clauses in effect through January 31, 2004. All pertinent FAR clauses are incorporated herein be reference. This is an open and unrestricted RFP. This contract, once awarded, will be subject to and governed by the Federal Acquisition Regulations, and the applicable contractual clauses, requirements and limitations set out therein. DESCRIPTION/SPECIFICATIONS/WORK STATEMENT BACKGROUND The purpose of this project is to gather photographs of each Job Corps Center (JCC) in California, Arizona, Nevada and Hawaii. The photos will be used for printed marketing materials, a new website, a comprehensive photo library, printed photos albums, and press opportunities. The photos need to be produced digitally. All images should be available on CD-ROM. After images are reviewed and edited, 12 CD-ROMS will be produced; one per center. The best photos gathered should also be presented in printed full color photo albums (one per JCC); approx. 8? x 11, spiral bound and each image should include a caption. The printed photos albums will be used as a recruitment tool by admission counselors. The deliverables of this project are outlined with this RFP and include the roles and responsibility of the key players, the production process, tentative shot list, post production process, list of JCCs and their locations, number of photo albums required per JCC and the travel schedule. ROLES AND RESPONSIBILITIES The Art Director (AD) will work with the Director of Regional Marketing and Advertising of Job Corps. The objective of the AD will be to provide guidance and leadership to the creative team, and is ultimately in charge of completing the project from conception to completion. The Art Director will make all arrangements for production at each center, and interface with the center director and designated center contact. Once on-site at the Job Corps center, the AD interacts with the on-site contact and provides artistic guidance to the photographer and on-camera volunteers during each center shoot. The AD will also provide artistic guidance to the design graphic as we create the layout for the photo albums. Costs to include pre-production meetings at the San Francisco Regional Office of Job Corps and at least one meeting at your company headquarters; photo release for each person filmed; three days on location for each Job Corps Center (day one for center prep, communicating needs/expectations with the center staff, day two for center photography, and day three for center photography and employer location shoot); travel cost for two-three staff members (art director, photographer, and photo assistant) Create a center specific photographic CD-ROM that breaks down all photographs into specific center categories All photographs obtained from this project become the property of Job Corps All Copyrights apply for all information and photographs gathered Regardless of subcontracting that may be required to complete the project, the contracted company and specifically the AD is responsible for all deliverables and project outcomes. PRODUCTION PROCESS Develop a system for communicating with Job Corps Centers (JCC) and Regional Office Establish flow of events, schedule, and center communication strategy Start with a pre-production meeting with Job Corps Regional Office staff, AD, Photographer and other necessary production support Telephone contact/possible interviews with key Job Corps staff, Center Directors, Business and Community Liaisons (BCL) and other possible JCC representatives and employer/community partners Allow for 3 days of photography per Job Corps Center: Day one: AD preps center staff, selects, shots, areas, participants and communicates needs and expectations, day one photographer can capture natural campus shots; day two: stage on center photography with power strobe heads; day three: finish on-center photography and photo shoot at employer/community location with assistance of BCL Photo release forms will be provided by the Regional Office of Job Corps and the AD is responsible for having all person(s) complete the form Re-evaluate the process and photography schedule as the project unfolds PHOTOGRAPHY The photography images will be shot on a digital camera and organized on CD-ROMs. All images will be photographed in color. Potential images: General: Center beauty shot: buildings, entrance, landscape, Counselor one on one shot, ?administration? department shot, paycheck pick up window shot, students in small group communication/interaction, all students in appropriate dress, Typical classroom: Wide class shot, one-on-one instructor/student shot, computers, classroom set-up/entrance, and students in appropriate dress. Residence Halls: outside of residence halls, Male and Female, Main residence hall lounge area, bathroom/shower area, laundry facility, Residence Hall Advisor Cafeteria: wide shot of students, closer small groups, view from server to students, outside of cafeteria building Childcare Facility (where applicable): indoor/outdoor, group shot, ?play? shot, ?educational? shot, one-on-one shot, parent pick-up and/or drop off shot, Wellness Center: outside shot, main waiting area, shot of medical, shot of dental, one-on-one patient/doctor shot Trades: Capture all trades at each JCC, indoor/outdoor, instructor addressing large group of students, one-on-one with student and instructor, equipment, students in appropriate trade uniform Recreation/Athletic Areas: indoor/outdoor, multiple types of sports, coach /player shot, pool tables, lounge area, TV area, fitness room, trophy cabinet, group/team sports, art/crafts area, theater, stage and JCC specific features Employer/Community: group/one-on-one shots of JC students at an employer worksite or at a community project POST PRODUCTION PROCESS Edit photo images and begin approval process Make appropriate changes and present final images: one set of images (a limited selection) that will be used for the photo album and one set (a larger selection) for the CD-ROMS Create a template for JCC photo albums and one template for the regional photo album; present for approval The photo albums will be printed in full color photo, approx 3-5 images per page, approx. 8? x 11, front and back of approx.15- 20 pages (not included back and front cover), laminated pages and laminated card stock front/back cover, spiral bond, table of content and each image should include a caption Create 12 different JCC photo albums Quantities for each album are as follows JCC Total Number of Photo Albums Fred G. All photographs and materials produced from this project becomes the property of the San Francisco Regional Office of Job Corps All Copyrights apply for all information and photographs gathered Regardless of subtracting required to complete the project, the contracted company and specifically the AD is responsible for all deliverables and project outcomes. All deliverables should be directed to Tessa Judd at the Regional Office of Job Corps. PROJECT SCHEDULE Below is a ?project schedule? with an anticipated start date and termination date for this project. Providing anticipated dates for when particular centers can be visited to conduct the photo shoot is the responsibility of the bidder. The order in which the centers are listed is only one sequence in which bidders may plan the schedule. EXPLANATIONS OF COST CRITERIA Realistic estimates of travel time and costs Travel time and costs should be realistic to ensure staying on the schedule as provided while maintaining the quality of the work product. Realistic estimates of peripheral costs A high level of work product is expected. Costs will be examined to ensure that quality is not compromised in order to meet unrealistic and limited estimated post production time frames. Ability to complete project within proposed price Proven experience leading and completing similar projects. Overall Cost The government will entertain all proposals that meet and satisfy all of the criteria and contain a reasonable overall cost.
