Description
The Agency for Healthcare Research and Quality (DHHS), through the Program Support Center, intends to negotiate a sole-source award with Chesapeake Research Review, Inc., Columbia, MD. Project Title: Institutional Review Board for Intramural Research The purpose is for the Agency for Healthcare Research and Quality (AHRQ) to establish an Institution Review Board (IRB) review process for intramural research, secure an agency-wide Federal Wide Assurance (FWA), and provide at least one training/orientation session for agency staff, focusing first on intramural researchers. The Office of Extramural Research, Education and Priority Populations (OEREP) has been tasked with coordinating the processes and procedures for intramural research review and for educating AHRQ staff about ethical research, research integrity/responsible research, and human subjects protections, and with coordinating responsibilities, processes, and procedures for review by an Institutional Review Board (IRB) of intramural research. Education and training are intended to assist program staff in understanding the requirements of human subjects protection, the process of submitting and obtaining IRB approval, and research integrity/responsible research conduct for Federally funded intramural research. Research protocol review must initially be conducted by an experienced independent review board as the Agency explores other procurement options and accumulates sufficient empirical evidence on the volume, flow and complexity of intramural research to consider internal versus external review options. The proposed contractor is a professional services company that provides review of socio-behavioral research protocols and ethical review for projects where IRB review may not be required. THE PROPOSED SIMPLIFIED ACQUISITION ACTION IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITY OF FAR 6.302. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS WITHIN 7 DAYS AFTER THE DATE OF PUBLICATION OF THIS NOTICE. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITION BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT.
