Description

The National Institute of Standards and Technology (NIST) has a requirement for the development of a comprehensive conformance test methodology and associated testing tools for the Government Smart Card Interoperability Specification (GSC-IS). The principal objective is to have a conformance test suite that effectively validates the GSC-IS and facilitates GSC-IS migration to an international ISO standard by July 2004. This is a small business set-aside. The applicable North American Industry Classification System (NAICS) code is 541511 with a small business size standard of $21M. The RFQ, SB1341-04-0315, is issued utilizing FAR Part 13, Simplified Acquisition Procedures. Specific tasks are delineated in the Statement of Work within the Request for Quotation (RFQ). The period of performance shall be six (6) months after receipt of the order. Work will be performed at the Contractor?s place of business. The solicitation, any amendments to the solicitation, questions, and answers relating to this procurement will be available via the Internet site: http://www.fedbizopps.gov. Questions concerning the RFQ may be submitted electronically to laurel.carey@nist.gov. There is no written RFQ; telephone requests will not be honored. Effective October 1, 2003, to be eligible for award, offerors must be registered with the Central Contractor Registration: http://www.ccr.gov. See Notes 1 and 26.
