Description

1. The Coronado National Forest, Tucson, Arizona, is soliciting quotes (RFQ) for Fixed Wing Aerial Seeding Services. Seeding operation is located at San Manuel Airport (E77), San Manuel, Arizona, approximately 45 miles from Tucson, Arizona, north via AZ Highway 77. 2. Quotes are to be submitted to Coronado National Forest, Room 5F, 300 W. Congress, Tucson, AZ 85701 or faxed to Leah Arp-Romero at (520) 670-4532 by 2:00 P.M. MST, March 9, 2004. 3. Note: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in [FAR] Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. 4. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 01-19. 5. This acquisition is set-aside 100% for small businesses. The North American Industry Classification System (NAICS) code is 115310 and the size standard is $15 million. 7. Schedule of Supplies and Services: Supply 1 to 2 fixed wing aircraft and pilots capable of applying approximately 41,923 pls pounds of seed mixture to 3 blocks totaling 5129 acres of burned area in the Santa Catalina Mountains at the rate of 40 seeds/sq.ft. or 8.13 lbs./acre. Aircraft must have capability to apply seed at a rate in which no more than 8 hours total flight time for each of two aircraft or 16 hours total flight time for one aircraft is required to complete seeding project. Aircraft must have SATLOCK naviagation system, air-to-air and air-to-ground VHF/FM radio system. Pilots must be equipped w/full personal protective equipment to include Nomex flight suit and gloves, flight helmet, and all-leather upper boots. The seed mix is composed of the following four species at a composition of 25% each: Green Spangletop (Leptochloa dubia), Rothrock Grama (Bouteloua rothrockii), Mountain brome (Bromus marginatus), and Sideoats grama (Bouteloua curtipendula). The three areas in the Santa Catalina Mountains to be seeded are Campo Bonito, 364 acres; Samaniego Ridge, 2188 acres; and Oracle Ridge, 2607 acres. Elevations range from 4800 to 7600 ft. Contractor shall supply auger/conveyor system and hopper truck w/operators for unloading of seed in hopper trailer to aircraft. 8. Delivery of Services: Begin March 13, 2004, 6:00 A.M. MST with desired completion no later than 6:00 P.M. MST, March 14, 2004. 9. Quotes must include a completed copy of [FAR] 52.212-3 Offeror Representations and Certifications, Commercial Items. [FAR] 52.212-2 Evaluation, Commercial Items is applicable with the following factors used to evaluate quotes in addition to price: technical capability, past performance, and ability to meet delivery schedule. 10.
