Description

The Midwest Area for the Agricultural Research Service of the United States Department of Agriculture intends to issue an award to Accelrys, Inc., 9685 Scranton Road, San Diego, CA 32121. This is a sole source procurement under the authority of FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. Accelrys, Inc. is the sole provider and distributor of the software products needed to do macromolecular simulations, modeling and visualization. The Plant Polymer Research Unit, NCAUR, Peoria, IL requires one (01) Discover LS license and one (01) Insight II LS license. The following features are needed: 1) Runs on Linux Computer Operating System; and 2) Has the following molecular mechanics and dynamics: a) capability of modification by user of different molecular force fields; b) capable of working with periodic cells plus solvent with boundary conditions; c) capable of explicit image methodology for periodic cell studies; d) capable of setting energy cut off parameters associated with periodic boundary conditions; e) capable of handling large polymeric carbohydrate fragments constructed by user interface; f) capable of NPT, NVT and NPV conditions; and g) capable of molecular structural constraints as molecular dynamics is in progress. No telephone inquiries will be accepted. Interested parties should submit written responses including prices and technical data sufficient to determine capability to meet the entire requirement and must be received in this office within 15 calendar days after publication of this notice. It should be noted that no contract will be awarded on the basis of offers received in response to this notice, but will be used to determine if a comparable source more advantageous to the Government is available. If no affirmative written responses are received, negotiations will be held with Accelrys, Inc. without further notice. This acquisition is being conducted under the Federal Acquisition Streamlining Act, Simplified Acquisition Procedures. The anticipated award date is March 22, 2004.
