DESCRIPTION: THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-19. *** The associated North American Industrial Classification System (NAICS) code for this procurement is 334517 with a small business size standard of 500 employees. However, this requirement is unrestricted and all interested quoters may submit a quotation. ******The National Institute of Standards and Technology (NIST) has a requirement for One (1) High Purity Germanium Gamma-Ray Detector (Pop-Top) with vertical cryostat (dipstick) and a 30-liter dewar. **All interested quoters shall provide a quote for the following line items: Line Item 0001: Quantity One (1), High Resolution Gamma-Ray Detector ( p-Type High-Purity Germanium Coaxial Detector) meeting the following required specifications: (1) Detectable energy range: 40 keV to 10 MeV; (2) Guaranteed relative photo peak efficiency greater than/equal to 80 percent; (3) Guaranteed resolution: lower than/equal to 1.85 keV FWHM @ 1.332 MeV; (4) lower than/equal 950 eV @ 122keV Guaranteed and (5) Peak-to-Compton ratio greater than/equal to 77:1. (6) Germanium detector with pre-amplifier and high-voltage filter mounted in capsule (e.g., Pop-Top) to allow exchange of cryostat with different configuration. Line Item 0002: Quantity One (1), Vertical Cryostat (Dipstick) Line Item 0003: Quantity One (1), 30-Liter Dewar ***The Contractor shall state the warranty coverage provided for all line items. ***Delivery shall be FOB Destination and shall be provided within 120 days from receipt of an order. FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all line items to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. *** ***Award shall be made to the offeror whose quote offers the best value to the Government, technical and price considered. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," and 2) Price. Technical capability shall be more important than price. Evaluation of Technical Capability will be based on the information provided in the quotation.
