Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. Solicitation number 04Q-0017 is issued as a Request for Proposals (RFP) through Federal Acquisition Circular 01-07. This requirement is a 100% small business set-aside. The NAICS code is: 33451 and the small business size standard is 750 employees or $5 million. The Government intends to negotiate for the following equipment: 001) 1 Each. DUAL MICROSCOPE INVERTED VIDEO COMPARISON SYSTEM (FORENSIC STEREO MICROSCOPE) with the following specifications: *The Stand must be that of an inverted reflected light microscope with brightfield and polarized light. Stand must have the ability to be upgraded to transmitted light viewing. *The reflected light illumination system must be 12V, 35 Watt or greater. *No gear driven focus mechanisms are acceptable. The focus mechanism must be planetary type ball bearing focus mechanism. Fine Focus control must be equal to or less than 0.4mm per revolution. *The microscope must contain a front camera port. No trinocular heads are acceptable. *Eyepieces must be field number 23 or greater. Both eyepieces must be capable of fine focusing. *The available transmitted light condenser must be mounted on a sliding arm giving it the ability to be moved out of the way when using large samples. *A mechanical stage with dimensions of 230mm X 270mm or greater is required. *Reflected light illumination must have centerable field and aperture iris diaphragms. *A Siedentopf type head must be included. Head must be fixed onto the microscope stand and may not detach. * Camera port beamsplit must be 100/100. No fixed beamsplits are acceptable. *The microscope image must be upright and erect (true side to side). No inverted images are acceptable. *Nosepiece must have 5 objective positions. *Objectives must be non-coverslip reflected light epi-style objectives. Magnifications of 5, 10, 50 and 100X must be provided. Each objective must have a working distance equal to or greater than the working distances listed here. 5X – 19.8 mm, 10X – 18.4mm, 50X -0.95mm, 100X – 0.95 mm. * Either the polarized or analyzer used in reflected light polarization must be able to rotate 90 degree. * Microscope electronics must be UL listed and approved. *The dual camera system must be able to provide a 2 independent analog signals of 700TV lines or greater into a single monitor. The color images must be able to be displayed in split screens of various percentages as well as overlaid. *The cameras must be 0.5 inches, 3 CCD color cameras. They must be able to provide S-video and RBG signals of 700 TV lines or greater. Cameras must be C-mount. Cameras must also have Genlock sync system and RS-232 control. *Cameras must have on-screen menus with automatic exposure times as well as exposure presets. *Color video monitor must be provided. Monitor must accept composite, S-video and RGB type signals. Monitor must also display greater than 600 TV lines. *A 0.5X C-mount optical coupler must be provided. *An analog to digital frame grabber capable of capturing and storing digital images in .jpeg, .tiff and .bmp formats must be provided. The following FAR Provisions and Clauses are applicable unless otherwise noted: 52.212-1, Instructions to Offerors-Commercial Items: There are no addenda to the provision. 52.212-2, Evaluation-Commercial items; 52.212-2, is applicable to this solicitation. Offerors are advised to include a completed copy of the provision at 52.212-3, Offer Representations and Certifications- Commercial Items with its offer. 52.212-4, Contract Terms and Conditions- Commercial Items, applies. 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items, applies to this acquisition. Additionally, the following FAR Clauses cited in 52.212-5 are applicable: 52.219-8, Utilization of Small Business Concerns; 52.219-14, Limitations on Subcontracting; 52.222-21, Prohibition of Segregated Facilities: 52.222-26, Equal Opportunity; 52.222-35, Affirmative Actions for Disabled Veterans and Veterans of the Vietnam Era; 52.222-36, Affirmative Action for Workers with Disabilities; 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era: 52.225-1, Buy American Act-Balance of Payments Program-Supplies: 52-225-13, Restriction on Certain Foreign Purchases; and 52.232-33, Payment of Electronic Funds Transfer-Central Contractor Registration. Quotations must contain pricing for the line items plus complete specifications for any equal of better product to allow evaluation of quotes. Please note: All responsible offerors shall forward quote via FAX (202) 406-6801 or email: ntsai@usss.treas.gov no later than 12:00 PM on Wednesday, March 10, 2004. Selection will be based on best value as judged by the end-user or contracting specialist. The Government will NOT be responsible for any costs accrued by the vendor in preparation of answering this solicitation.
