Description
The Missile Defense Agency (MDA) is seeking potential sources for services in support of Safety and Quality Assurance for the Director of Safety Quality and Mission Assurance. MDA intends to utilize GSA ordering procedures to acquire the services described in this notice. The North American Industrial Classification System (NAICS) for this requirement is 541990, All Other Professional, Scientific, and Technical Services, with a size standard of $6.0 Million. This requirement is unrestricted; however, MDA may limit the sources solicited to only small businesses if a sufficient number of qualified small business sources respond. All small business respondents shall confirm that their size status is small on both their applicable GSA FSS contract and under the NAICS code size standard. Interested GSA schedule holders judged best qualified to compete for the work will be sent a Request for Quotations package within the next (4) four weeks after this announcement’s due date, with offers due approximately four (4) weeks later. The resultant order will consist of: (1) providing support in development and maintenance within MDA a “World Class” Safety and Quality Assurance Organization, (2) providing BMDS elements with robust and practical policy, guidance and experience in Safety and Quality Assurance, (3) assisting in the development of MDA Quality related processes and procedures, (4) providing the Director of QS with safety orientated technical advise, (5) providing the Director of QS with quality assurance, field site, and safety engineering support, and (5) providing the Director of QS with approximately 12 MYE to support described taskings. The resultant order will consist of a hybrid Firm-Fixed Price support services contract line item and an Other Direct Cost (ODC) CLIN. The term of the order with options is anticipated to be at least 1 base with 3 All positions will be on site at MDA Headquarters in Arlington, VA and require a SECRET clearance.) Interested business firms are invited to submit to the contracting office as early as possible, but not later than March 12, 2004, a three (3) page Capability Statement summarizing the corporate strengths in relation to the following criteria: 1) Specific, related past/current DoD experience related to this requirement 2) Management approach in managing on-site staff, retention/replacement, authority, responsibilities, and quality control, and 3) personnel qualifications and experience. If planning to team or subcontract, identify the firm(s), their size status and GSA schedule. Segregate this information on the Capability Statement by firm. Also, please specify by name one primary and one alternate Point of Contact within your firm, including the respective telephone numbers and email addresses of those individuals. All information must be contained within the three-page capability statement limit. Responses may be provided electronically, in hard copy, or both. Submit electronic submissions to Diane L. Knight c/o: mdaopps@caci.com. MDA will not acknowledge receipt of capability statements. If a receipt is desired, business firms should submit their statements electronically and select “read receipt request” from their electronic mail options. Acceptable sources must hold a GSA Schedule, qualify under the applicable NAICS, and be able to provide 25% of personnel requiring TOP SECRET clearances and 100% of personnel requiring secret on task order start date (approximately 30 days after task order award date) and 90% within 60 days of award.
