Description

TECHNICAL AND ACQUISITION MANAGEMENT SUPPORT (TAMS 3): Sources are sought to provide Advisory and Assistance (A&AS) manpower support services in a variety of non-engineering technical and acquisition management disciplines for the Air Armament Center, Eglin AFB and other associated locations to include other tenant organizations. The Air Armament Center develops, tests, acquires, and sustains integrated air armament and provides expeditionary combat support needed to defend the United States and its interests. Functional area support required includes: program management; information technology; logistics; financial, cost, budget; test and evaluation; acquisition security; environmental, etc. The anticipated contract type is the same as currently in effect for this effort, which is a cost-plus-award-fee with miscellaneous cost reimbursable line items such as travel and off-base facility. The Government anticipates awarding two contracts as currently in effect for this effort: a competitive Section 8(a) set-aside and a Small Business set-aside within the requirements of North American Industry Classification System (NAICS) 541710 (size standard is 1,000 people). These are Indefinite Delivery/Indefinite Quantity A&AS task ordering contracts with task orders being competed between the two contractors. The anticipated strategy is to award one-year basic contracts with four one-year options. Projected contract award date is January 2005 with a 5-year task ordering period of performance 10 April 2005 – 9 April 2010. The current TAMS 2 contracts and modifications will be posted within the next few weeks via the Internet at http://www.fedbizopps.gov. The combined effort of the current two TAMS 2 contracts (not TAMS 3) for 5 years is approximately $118 million. A draft Request for Proposal (RFP) will be incrementally posted (starting approximately 30 Mar 04 or sooner) on FedBizOpps prior to the release of the formal RFP. A presolicitation conference and one-on-one meetings with companies are anticipated and details will be posted on FedBizOpps. This is not a RFP and is not to be construed as any commitment by the government. It is not the Government’s intention to enter into a contract based on this notice or to otherwise pay for information solicited.
