- B-U.S. Department of Commerce (DOC), National Oceanic Atmospheric Administration, (NOAA), National Environmental Satellite Data, and Information Services (NESDIS), GRAD, intends to negotiate on a sole source basis with the City University of New York, New York, N.Y. under the CREST Program to complete the study on the Compression of AIRS DATA USING Empirical Mode Decomposition.
