SOURCES SOUGHT. (RFI ONLY) THE ONLY CHANGE IS THE RESPONSE DATE. THE CORRECT RESPONSE DATE IS MARCH 12,2004. This is a market survey for written information only . This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement and/or any follow-up information requests. No telephone calls requesting a solicitation will be accepted or acknowledged. There is no solicitation available at this time, nor is there any additional information available to support this announcement. Responses shall not exceed 20 pages and standard company brochures are not desired. The General Services Administration (GSA) is seeking potential sources to provide the commissioning link in bringing new buildings on line to meet the LEED Silver rating. A new Federal Couthouse is currently being designed for construction in Jackson, Mississippi. The new Courthouse is approximately 425,000 gross square feet. Design completion is scheduled for 2005 with construction planned to begin upon design acceptance. The building will be designed to meet LEED Silver rating. The estimated construction contract amount(ECCA) is approximately $88 million. This Commissioning agent will provide a link between design, construction, and actual facility operations and maintenance. This commissioning agent may prove to be an invaluable resource resulting in major cost savings for future construction projects. GSA is requesting that all potential sources meet the following requirements: 1. Have knowledge of PBS-P100,"Facilities, Standards for the PBS", "GSA's Building Commissioning Brohure", and agency specific guidelines to include the "United States Courts Design", "Requirements for Special Purpose and Support Space, US Marshals Service", etc. 2. Be experienced with DOE-II Hourly Energy Analysis. 3. Have appropriate representatives to attend design team meetings as identified by the Government, to include On-Board Reviews, Value Engineering, Partnering Sessions. 4. Review all design submittals identified by the A/E Design Services contract and provide comments to assist the Design Team in providing an energy and operationally efficient building. . 5. Be a Department of Energy approved ESPC contractor. 6. Have knowledge of LEED Silver Rating. 7. Have an understanding of design and construction in Metric. 8. Have all professional, technical, administrative, and clerical personnel as needed to perform all required services. 9. Must demonstrate an expertise in developing a commissioning plan early in the design phase by having years of experience. 10.Have a qualified maintenance staff for the maintenance and building operations after the building is finished. 11.Have Facility Management Experience, to include the development of system manuals for Full Building Commissioning 12. Perform Post Design Services, to include but not limited to construction inspections, verification and documentation of proper performance of equipment systems, training of operating personnel, review of contractor submittals and RFIs, developing a plan and executing it for building systems, inspection of building systems mock ups, observing installations and start up of building systems, providing a full commissioning report for LEED Accreditation, attending Owner/AE/CM Construction Meetings, CPM Schedule review, etc. All potential sources with the capability to provide the above referenced requirements are invited to submit, in writing, sufficient information within the page limitation (20 pages). This information must demonstrate the agent's ability to fulfill the requirements. All responses must identify capabilities/expertise in all the above requirements.
