Description
This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. Modification to Pre-solicitation Notice of 03 NOV 2003, as modified on 25 FEB 2004. The Naval Sea Systems Command (NAVSEA), Washington Navy Yard, DC, intends to issue a firm fixed price (FFP) Request for Proposal (RFP) soliciting full and open competition for the manufacture, test, delivery and support of MK30 Mod 2 Anti-Submarine Warfare (ASW) Training Targets. In an effort to provide the maximum amount of in formation and opportunity to prospective bidders, the follow pre-solicitation updates are provided: 1. DRAFT SOLICITATION ? NAVSEA contracts will be releasing a DRAFT solicitation of RFP# N0002404R6102 directly. The DRAFT solicitation is provided to potential offerors for informational purposes only. If any discrepancies are identified between the DRAFT and the OFFICIAL RFP, the OFFICIAL RFP SHALL GOVERN. 2. ACCESS TO TECHNICAL DATA PACKAGE (TDP) FOR THE MK30 MOD 2 SOLICITATION (FOR INFORMATIONAL PURPOSES ONLY) The MK30 Mod 2 Target Undersea Vehicle (TUV) System Technical Information Center (TIC) Library is a repository of information pertinent to the MK30 Mod 2 vehicles and program. The TIC Library is maintained by the Naval Undersea Warfare Center, Newport, RI, to provide authorized users from the industrial community access to MK30 Mod 2 sensitive technical informati on. To ensure efficient TIC Library operations the following procedures should be followed: Access to the "Classified-Restricted" information for this RFP is described in paragraph 1 below. TIC Library Security Procedures Firms will be authorized access on a ?need-to-know and appropriate security clearance? basis. In order to gain access to the TIC Library offerors must follow the instructions below: 1. ?CLASSIFIED? Data (to be located in TIC Library) Contractors interested in viewing classified TIC information must submit a visit request and schedule an appointment. Request for appointment and visit requests must be submitted three days prior to industry?s requested appointment time. Industry may schedule access to the TIC in blocks of time not to exceed 4 hours. The 4-hour blocks are available from 0800 - 1530 Monday - Fridays. Contact the NUWC, Newp ort Technical Library via fax number (401) 832-3699 to schedule an appointment. Please provide names, phone numbers, email and company of all persons requesting access to the TIC with a designated lead who will be notified of TIC appointment approval time. Requests for an appointment must also be accompanied by visit requests for each individual requesting access to the TIC Library. Visit requests must also be submitted simultaneously to NUWCDIVNPT Security Division, via fax (401) 832-4396 for each individual requesting access to the TIC Library. Information required for a visit request is as follows: 1. Name 2. Social Security Number 3. Place (City/State) of Birth 4. Date of Birth 5. Date(s) of Visit 6. Detailed Purpose of Visit 7. Person(s) to be visited with their telephone numbers 8. Visitor?s Clearance Level 9. Classification of Visit 10. Citizenship (inc lude naturalization number for US citizens born outside the US) 11. Command/Company telephone and fax number 12. Signature and title of company/command authorizing official All private industry/contracting agencies must submit this visit authorization request on company letterhead. Those not submitted on company letterhead will be rejected. Questions concerning visit requests can be addressed to NUWC Security Division at (401) 832-2551. The Government will notify the designated industry lead of approved individuals and approved appointment time. Once at the NUWC, Newport Technical Library, the contractor should notify the MK30 Mod 2 reference desk, whereupon the contractor will receive the classified TIC information. The contractor must then request each document it wishes to review from the MK30 Mod 2 reference desk. No document may be removed during a Technical L ibrary visit. Additionally, the contractor may not remove any notes made during such a visit. The NUWC, Newport Technical Library will mail all notes to the respective contractor. 2. ?UNCLASSIFIED? Data (to be mailed to prospective offerors on 3 CDs) Potential Offerors interested in receiving the UNCLASSIFIED portions of the TDP should submit their request via email to NAVSEA Contracts (RFP# N0002404R6102) to the attention of Ms. Traci Mercer, Contract Specialist at mercerta@navsea.navy.mil. Requests will be accepted immediately and should include Company name, complete official mailing address, point of contact name, telephone number and TIN and DUNS numbers. Due to the TDP?s distribution statement being coded as ?D?, distribution is only authorized to the US Department of Defense (DoD) and DoD contractors only and as a result cannot be made available electronically as once planned. TDPs will be express mailed to potential offerors within 48 hours of receipt of the requests. Requests for packages will be entertained until 1600, 09 March 2004. Once at the NUWC, Newport Technical Library, the contractor should notify the MK30 Mod 2 reference desk, whereupon the contractor will receive the list of classified TIC information. The contractor must then request each document it wishes to review from the MK30 Mod 2 reference desk. No document may be removed during a Technical Library visit. Additionally, the contractor may not remove any notes made during such a visit.
