Description

SOLICITATION NOTICE: This procurement is 100% Hubzone Setaside. This requirement is for the procurement of a qualified hub zone certified construction firm to provide all supervision, labor, materials and equipment necessary for the Renovation and Expansion of the Andover Childcare Center, Andover, Massachusetts. The renovation of the facility is approximately 4,000 square feet and the expansion is 3,000 square feet. The work includes but is not limited to the following: Obtain any required permits (General, Utilities, Telephone, Gas and Electric); Locate utilities in the building and at the site; Construct a new addition (~3,000 SF), including foundation, concrete slab, structural steel, masonry walls, windows, doors, and roof, as well as build-out the interior space (e.g., walls, ceilings, finishes, flooring, electrical/lighting, fire alarm and security, HVAC, and plumbing); Provide trailers for temporary relocation of a portion of the Daycare Center during the second phase of construction.; Renovate space within the existing Daycare Center, (e.g., new walls, ceilings, finishes, flooring, electrical/lighting, fire alarm & security, HVAC, and plumbing); Perform operational start up of all systems (e.g., electrical, mechanical, fire alarm, security); The estimated construction range is $500,000 to $1,000,000; Performance and payments bonds for 100% of the contract price are required; Coordination with multiple contractors and schedules related to the project will be required; Construction and renovation work must adhere to the GSA?s ?Child Care Center Design Guide,? GSA Publication PBS 100 (March 2003); the contract performance period is 274 calendar days. The successful firm must have previous experience with similar size and scope of construction projects with particular emphasis on phased occupied renovations & expansion. The contractor's personnel will be required to obtain security clearances prior to working on this project. Award will be a firm fixed price contract and the procurement method will be a sealed bid method. The NAICS code applicable to this project is 236220, Size standard is $28.5 million. This procurement is being conducted on an unrestricted basis in accordance with the Small Business Competitiveness Demonstration Program. This announcement also constitutes the synopsis of the pre-invitation notice.
