Description
The US Army Medical Research Acquisition Activity intends to negotiate a sole source cost contract for the National Biodefense Analysis and Countermeasures Center (NBACC), Department of Homeland Security, with Lovelace Respiratory Research Institute, 2425 Ridgecrest Dr. SE, Albuquerque, New Mexico. The intent is to make a sole source award of one base-year and four one-year options pursuant to FAR 6.302-1. The procurement is to create and utilize a second source with the capability to conduct ABL-3 aerosol tests using nonhuman primates (other than Battelle) within ten months. Capability to include: facilities; personnel with relevant expertise and experience and certifications and inoculations for work with Select Agents; and in place regulatory co mpliance, such as Good Laboratory Practice, Select Agent registration with CDC, AALAC accreditation, Animal Welfare Assurance, and environmental safety, health requirements coverage for radiation control and blood borne pathogens and ABSL-3 facilities. Th e government further views the right of first refusal to utilize these capabilities as a very desirable component of this procurement. Lovelace Respiratory Research Institute has existing capabilities that will allow it to meet the required schedule. Thi s notice of intent is not a request for competitive quotes. Any firm that believes it can provide the stated capability within the established timeframe are invited to submit written notification to the Contract Specialist within ten calendar days from th e date of publication of this notice. Supporting evidence must be furnished in sufficient detail to demonstrate the firm's ability to provide the stated capability within the established timeframe. Responses received will be evaluated, however, a determination by the government not to compete the proposed pro curement based on reponses to this notice is solely within the discetion of the government. If no responses are received, USAMRAA will proceed with the sole source contract.
