Description
The National Center of Education Evaluation and Regional Technical Assistance (NCEE), in the Department of Education's Institute of Education Sciences, intends to award a contract to conduct a congressionally-mandated, impact evaluation of the DC Choice Program recently enacted in law as Title III of the District of Columbia Appropriations Act of 2004, Division C of HR 2673. The program provides scholarships of up to $7,500 to enable approximately 2,000 low-income elementary and secondary students to attend private schools in addition to the public schools already available to them. The evaluation will conform to Section 309 of the law, and be based largely on a comparison of academic assessments and other outcomes of students randomly assigned by a lottery to either receive a scholarship or not receive a scholarship. The contractor will administer the assessments, collect other school records, conduct student, parent, and principal surveys, and carry out case studies. The contractor will use the most rigorous methods to analyze these data and prepare reports to Congress by December 1 of each year of the program. These activities are expected to provide the Department and Congress with a high quality, objective, and independent examination of the effectiveness of the DC Choice Program. The award will be a cost plus fixed fee, with performance-based incentives, contract. Anticipated issue date: March 17, 2004, with closing date of April 16, 2004.
