Description
NA The U.S. Army Corps of Engineers, New York District is performing a market survey to determine if there is an adequate number of interested and qualified SBA certified 8(a) firms in the New York and New Jersey (SBA, Region II) having the capability and bon ding capacity for the following effort: Design-Build a modern, approximately 28,000 Square Feet (SF) functionally configured Explosive Research and Development Loading Facility. Existing operations will be collocated within one new facility to efficientl y and effectively provide necessary mission requirements at Picatinny Arsenal. Construction may include reinforced concrete foundations, floor slabs, and walls, structural steel high-bay framing, architecturally pleasing exterior in accordance with Instal lation Design Guide, sustainable design requirements, engineering work space, mechanical, electrical, tele/communications, and fire protection systems, explosive storage facilities, and site improvements. Anti-Terrorism Force Protection security in accord ance with Department of Defense construction standards as well as Department of Army Pamphlet 385-64 will be associated with this project. The estimated Construction Range for this project is $4,000,000 to $7,000,000. The solicitation package is expected to be available in June 2004 with intention of awarding one design-build contract by September 30, 2004. Projected contract duration is 20 Months. All interested certified 8a firms MUST provide qualification statement showing (1) Identification of your c ompany as a certified 8a firm, (2) Relevant past experience and performance by describing completed and/or in-progress design-build and construction projects that are similar in size and scope to the proposed project, (3) Capability of obtaining Performan ce and Payment Bonds (4) Provide a statement that the 8a firm will self-perform 15% to 20% of the work. FAX to 212-264-3013. Respondents NOTE: If qualified certified 8a firms do not respond, this planned project may be converted to a full an d open competitive action. NOTE: This is a MARKET SURVEY only. This is not a Request for Proposals. The deadline to respond to this market survey is on 8 January 2004 at 4:00 pm EST to determine if an adequate pool of qualified 8(a) firms is available to compete for this effort. If awarded the project, contractor shall be fully aware of the need to develop a comprehensive site and project specific site safety and Health Plan (SSHP) that addresses all issues related to workers safety, health, and enviro nment.
