Description
This is a SOURCES SOUGHT NOTICE to identify U. S. Small Business Administration (SBA) Certified HUBZONE small business firms capable of providing professional architectural and engineering services required to support the U. S. Coast Guard?s shore facility planning system. The contract shall cover the United States; however, the main area will be the facilities located in fifteen states throughout the Great Lakes Region and the Mid-Atlantic states from the northern border of New Jersey to the northern border of South Carolina including the District of Columbia. Work includes, but is not limited to the following: (1) Coast Guard organizational space requirements lists; (2) Existing facilities condition assessments; (3) Planning proposals in accordance with current Coast Guard instructions; (4) Facility and special studies; (5) GIS studies using the CG ArcGIS software suite for CG sites; (6) Coast Guard facility master plans in accordance with accepted professional planning procedures; (7) Problem statements in accordance with current Coast Guard instructions; (8) Coast Guard project cost estimates including life-cycle cost analysis and total ownership costs; (9) Digitized maps and building plans in accordance with U. S. Army Corps of Engineers, Tri-Service Spatial Data Standards; (10) Cultural resource studies including Section 106 National Register eligibility determinations and HABS/HER studies/documentation; (11) Preparation of environmental documentations to include Categorical Exclusion determinations, Environmental Assessments, and Environmental Impact Statements in accordance with current NEPA doctrine; (12) Economic/Housing market studies; (13) Land surveys, cadastsral maps and real estate summary maps; (14) Technical reports, studies, site investigations, and programming for CG housing and community facilities projects; (15) Socio-economic analysis in support of Regional Strategic Assessments; (16) Statistical analysis of Coast Guard activities including regression analysis and linear programming; (17) Landscape plans including plant specifications for various climates; (18) Multimedia presentations of projects; (19) AutoCad 2002 (and updates consistent with CG operating environment. (Format shall be in compliance with the published CE-CADD standards). The NAICS for this project is 541330 with a Small Business Size Standard of $4.0 million. Vendors interested in performing this requirement are invited to provide the following information to USCG CEU Cleveland no later than February 25, 2004. This notice is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. The Government reserves the right to consider a small business, 8(a) or any other set aside arrangement as deemed appropriate for this procurement.
