Description
NASA's Goddard Space Flight Center (GSFC) is seeking to select a teaming partner(s) to support the Organics Orgins Observatory (OOO) mission in support of the development of a proposal to respond to the NASA Announcement of Opportunity (AO) for the Discovery Mission. Partner(s) will support elements throughout the system life cycle (Phases A through E): · all or a subset of the three integrated systems that constitute the OOO Science Payload: o Telescope Assembly o Slit Viewing Camera/Fine Guidance System o Spectrometer System · the OOO spacecraft bus and 3rd stage (includes Observatory level I & T) · the sunshield Potential partners may propose one element of the mission (e.g. only the spacecraft bus; only the telescope, etc.) Alternatively potential partners may propose all mission elements or a subset of these elements (e.g., the spacecraft bus and the instrument; the spacecraft bus, the instrument and the sunshield, etc.) If a potential partner proposes more than one mission element, NASA has the flexibility to select the entire proposal or just a part of it. There will be no exchange of funds between the teaming partners for preparation of the proposal during Step 1 phase of this Discovery proposal cycle, and only limited funding will be available for Phase A. If OOO is selected after Phase A the partner(s) will be funded according to the budget developed during the Phase A study. Potential partners shall deliver their written responses by 5:00 p.m. (Eastern Time) on March 19, 2004. GSFC does not currently have a requirement for this subsystem or funds to support its development. When responding to this notice, please reference this document. This solicitation/synopsis is not to be construed as a commitment by the government, nor will the government pay for the information solicited. An ombudsman has been appointed. See Internet Note "B".
