- Description
- The 45th Contracting Squadron intends to negotiate a contract on a sole source basis with ENSCO, Inc., Melbourne, FL, on behalf of the Air Force Technical Applications Center (AFTAC), Patrick AFB, FL. The requirement is to provide services which perform analysis and source evaluation of regional seismic, teleseismic, and hydroacoustic data on the National Data Center (NDC) computer platform consisting of Sun workstation UNIX-based technology. The regional seismic data analysis and evaluation requires 24 hour-per-day, 7 days-per-week coverage. Contractor personnel require current and active Secret security clearances and must have an established and documented expertise in the area of seismic analysis and seismic source evaluation. This sole source acquisition is justified under 10 U.S.C. 2304( c ) (1) and FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Evaluation of contractors’ capabilities and acquisition history has concluded this specialized effort is available from only one source. The contract is for a one-year basic period and four one-year options. The applicable NAIC code and size standard are 541690/$6M. No solicitation document exists at this time. The 45th Contracting Squadron has determined that ENSCO, Inc. is the only source capable of providing the necessary services. See Numbered Note 22.
