Description
*This re-announcement corrects the NAICS Code, and indicates the correct title for equipment.* NASA/KSC plans to issue a Sole-Source Request for Quotation (RFQ) to upgrade the existing Ulyssix Technologies telemetry units in support of future NASA missions, which are equipped with Ulyssix Technology Frequency Modulated (FM) Special Instrumentation Packages in support of the NASA ELV Telemetry Lab Upgrade Project in Hangar AE/CCAFS (Building 60680). NASA/KSC intends to purchase the FM Special Instrumentation Packages from Ulyssix Technologies, Incorporated, 205-A South Church Street, Middletown, Maryland 21769, a small business, through the authority stipulated in FAR 6.302-1 “Only one responsible source and no other supplies or services will satisfy agency requirements.” Ulyssix Technologies, Inc. is the only known firm that has the unique ability to provide the required specialized equipment and has previously provided identical telemetry equipment to NASA-KSC in the past. The Government intends to acquire a commercial item using FAR Part 12. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). Interested organizations may submit their capabilities and qualifications to perform the effort in writing by mail, fax, email to Mr. Christopher J. Grubbe, not later than 12 NOON Eastern Daylight Time on Wednesday March 03, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are acceptable in response to this notice. All responsible sources may submit an offer, which shall be considered by the agency. An Ombudsman has been appointed.
