Description
The Office of Thrift Supervision (OTS) has a requirement for a contractor to teach an existing commercial professional hacking course to approximately six OTS students. The principal objective of this course is to obtain relatively advanced training in IT security testing (aka, penetration testing), in order to be better prepared to evaluate institutions' and service bureaus' IT security risks and penetration testing policies and practices. It is important that the training be geared to the IT security professional level. All of the Midwest Region’s IT examiners have expertise in this specialty, having previously earned designation as Certified Information Systems Security Professionals (CISSP). The specific course objectives include, but are not necessarily limited to, Developing the Hacker’s Mind, Network Surveying, Port Scanning, System Identification/OS Fingerprinting, Vulnerability Research and Verification, Service Identification, Internet Application Testing, Recognizing security issues within an organization, Perform legal assessments on remote/foreign networks, Examining an organization for weaknesses through the eyes of a competitor, Implementing the right tools for each task of the methodology, Competitive Intelligence, Appropriate countermeasures to thwart hacking. It is not essential that the course include the CEH (Certified Ethical Hacker) Certification, however, OTS would consider the certification to be of substantial value. This course must be taught in Dallas, Texas. This notice is a combined synopsis/solicitation prepared in accordance with FAR Part 13.105. A separate solicitation is not available. Proposals in response to this notice should include 1. Price Proposal—a firm fixed price for the services. 2. Technical proposal—literature describing the items. 3. Past Performance Information. Questions must be submitted via email to Elaine.logan@ots.treas.gov. Responsible firms may submit a written response to this notice. Oral proposals will not be accepted. The OTS intends to award a firm fixed price contract only after determining the most advantageous means of satisfying the Government’s requirement, price and other factors considered. The following clauses will apply to any contract resulting from this combined synopsis/solicitation. 52.252-2, 52.203-1, 52-203-3, 52.203-4, 52.212-9, 52.222-3, 52.222-4, 52.222-26, 52.222-36, 52.233-1, 52.243-1, 52.249-1, 52.217-8, 52.217-9. The course date is approximately April, 2004. Proposals are due in the Procurement Office by 4:00 P.M. EST January 16, 2004 at Office of Thrift Supervision, Attn: Elaine S.
