Description
This project will consist of grading, drainage and bituminous surfacing on 12.359 kilometers of roadway for New Mexico PFH 45-1(5), Sacramento River Road, in Lincoln National Forest, Otero County, State of New Mexico. Estimated price range is between $10,000,000 to $15,000,000. This project contains 2 schedules. Principal work items on the largest schedule include: Various survey and staking; silt fence, 5,000 m; sediment wattle, 225 mm, 8,000 m; sediment log, 610 ea; watering for dust control, 10,000 m3; clearing and grubbing, 30.0 ha; removal and disposal of slash piles, lump sum; removal of structures and obstructions, lump sum; roadway excavation, 287,250 m3; unclassified borrow, 12,720 m3; roadway obliteration, 31,800 m2; placed riprap, various class, 3,455 m3; mechanically stabilized earth wall, 4,800 m2; soil nails, epoxy coated, 7.0 meter length, 175 ea; aggregate base, 60,570 metric tons; magnesium chloride, 800 metric tons; asphalt cement, grade PG 52-28, 1,110 metric tons; superpave asphalt concrete pavement, 19,820 metric tons; structural concrete, class A, 410 m3; pipe culvert, various size, 2,310 m; end sections for pipe culvert, various size, 212 ea; underdrain system, 2,400 m; guardrail, various type, 4,325 m; fenced barbed wire type, 5 strand, 11,100 m; cattle guard, 9.6 meter, 5 ea; placing conserved topsoil, 28,900 m3; mulching, hydraulic method (bonded fiber matrix), 20 ha; water, 760 m3; traffic control (flagger & pilot car), 8,800 hr; along with associated reinforcing steel, shotcrete, pipe anchors ,and asphalt concrete curbs. The following applies only to Minority, Women-Owned and Disadvantaged Business Enterprises (DBEs): The Department of Transportation (DOT) Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontractor at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
