- CONVERSION OF RECORDED BOOKS TO DIGITAL TALKING BOOKS (DTBs). The Library of Congress, National Library Service for the Blind and Physically Handicapped (NLS) has a requirement to convert 200 audio book titles to Digital Talking Books (DTBs). The purpose of the requirement is to begin the conversion of the NLS collection of analog recordings to DTB format. NLS shall also examine the feasibility of requiring a contractor to identify and mark in the digital file navigation points not already marked with tone indexes in the original analog recording. The majority of the original recordings will be presented as analog recordings on reel-to-reel tapes. Each analog "track" of 88 minutes or less of sound on the tapes will be recorded on a separate recordable compact disk (CD-R) as a WAV file. A few of the original recordings will be provided by NLS as WAV files on CD-R. The NLS goal is to convert approximately 10,000 titles to DTBs by 2008. Multiple awards shall be made. All requests must be received in writing via fax, email, or letter by July 21, 2003. Questions should be emailed to the contracting officer. No phone calls please.
