- Description
- The Naval Air Systems Command (NAVAIR) intends to issue a sole source Firm-Fixed Price (FFP) type Contract to Concurrent Computer Corporation of Duluth, Georgia, for supplies necessary to procure Stimulation-Simulation Systems. These supplies are needed to support the System for Naval Target Control (SNTC) system, which is an Over-The-Horizon (OTH) Target Control System (TCS). The simulation system connects to and stimulates the actual Target Ground Control System (GCS), presenting the actual flight characteristics of an Aerial Target selected (BQM-34 & 74). The system has the capability to induce failures or reduced performance to the Remote Control Operator (RCO) under instruction. Concurrent is the only manufacturer of simulation systems that are currently in use at Navy facilities. Procurement of another system would not be cost effective for the government. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. See Note 22.
