Description
The Naval Sea Systems Command, (NAVSEA), Washington Navy Yard, DC, intends to issue a firm-fixed-price (FFP), full and open competitive Request for Proposal (RFP) soliciting for the manufacture and delivery of MK 288 Mod 1 Igniter Assemblies. The igniter assemblies are used in the propulsion system of the MK 48/ADCAP Torpedo. The igniter is an electrically initiated pyrotechnic device designed to activate the startup sequence for a MK 48/ADCAP Torpedo propulsion engine. The igniter internal cavity contains a pyrotechnic charge hermetically sealed by a welded end closure. The pyrotechnic material is in contact with a thin metallic wire bridging two electrical leads which exit the body head through fused glass seal circuitry. The igniter body has external threads, a preformed packing seat, and a hex head designed for sealed installation into a standard boss port. The igniter is fired by an electrical charge that causes rapid heating of the thin bridge wire and ignition of the pyrotechnic material, resulting in generation and expulsion of hot gas. Based on existing funding, program profiles and Government estimates, it is anticipated that the resulting competitive contract will provide for the procurement of approximately one thousand (1,000) igniters in the Base Year, plus four one-year options to acquire as many as twelve hundred (1,200) for each option year. The Government currently anticipates that the evaluation criteria used in this competition will focus strongly on technical ability, past performance and price. The anticipated competition will be based on a build-to-print hardware specification. In total, this contract is anticipated to provide the Navy with a contract vehicle to efficiently and cost-effectively acquire torpedo propulsion i gniters in order to support fleet readiness needs. For planning purposes and to promote competition, one page E-mail expressions of interest denoting ?PRIME CONTRACTOR CONSIDERATION? are requested from all potential offerors. 1) all pertinent company information (name, address, state of incorporation, etc.) and 2) appropriate business unit, subcontractor and small business points of contact, should be included and submitted to this office to the care of Mr. Andrew Creedon at CreedonAJ@navsea.navy.mil. These expressions of interest should be submitted no later than 4:00PM, EST on November 21, 2003. Be advised that this point of contact information may be released to the public. The official RFP will be released on or before December 1, 2003 under RFP No. N00024-04-R-6104. A draft RFP may be released before the posting of the official RFP. Responses to posted pre-solicitati on documents, if any, are welcome but official Government correspondences will only be made during the official solicitation phase of the contract.*****
