- The Naval Air Warfare Center Weapons Division (NAWCWD) China Lake, CA intends to issue a firm-fixed price indefinite delivery / indefinite quantity contract using FAR Part 12 Acquisition of Commercial Items for counseling services. The request for proposal (RFP) will be issued as a 100% small business competitive set-aside. The North American Industry Classification System (NAICS) is 624190 with a Size standard of $6M. The period of performance will be a base year and four one-year options. It is estimated that the base year performance will start on or about 01 May 04, option years, if exercised, will follow accordingly the end date of the base year or previous option year. The counseling services will provide professional management referral counseling services for the Civilian Employee Assistance Program (CEAP) of NAWCWD China Lake and Point Mugu CA sites through a full scope out patient mental health facility. The services will be provided for all civilian employees at China Lake and Naval Base Ventura County (Point Mugu). The services shall include referrals in general, crisis counseling/emergency referrals, workplace violence and critical incident stress debriefing. Complete description of the services will be provided in the Statement of Work, which will be available with the RFP, when it is released.
