- 17. The requirement is to procure the 15 each bracket, Velo T58 Front Frame Test Cell Item Number 904-16691, 15 each S/W set, VXP, T58 Test Cell App, GSE Item Number 917-15633-03, 1 each Port Replicator F/CF-17 & CF-M134 Item Number 610-530, 1 each Kit Odyssey Deluxe, Single User Item Number 915-16741, 8 each Accelerometer, ICP 10mv/g W/Integral Cable Item Number 906-15855, 8 each Cable Assy, Extension Item Number 902-16116-25, supplies and services for the Ch-46E Helicopter. It includes aircraft kits, ancillary hardware, and engineering and technical services necessary to upgrade CH-46E aircraft. The T58 Intermediate and Depot level repair facilities use this system to analyze vibration levels and determine if the engine is ready for installation. The Government intends to procure these items on a sole source basis with Chadwick-Helmuth Company, El Monte, California, which is the designer, developer, and sole manufacturer of the T58 VXP Test Cell and the only known company with the knowledge, experience, and technical data required to fulfill this need. Chadwick-Helmuth was selected and qualified by the Original Equipment Maintenance (OEM), Boeing Helicopter, as the source for the VXP, T58 Test Cell that is currently being used for the CH-46. Note 22 applies.
