Description
The U.S. Army Corps of Engineers, Philadelphia District, intends to enter into a firm, fixed price contract for the lease of equipment, with operating personnel, for the Chesapeake City (Maryland) Project Office in accordance with the terms and condi tions of Solicitation Number W912BU-04-B-0010. This procurement is 100% set aside for small business. The equipment to be leased, with licensed personnel, is: one (1) track- mounted excavator with 36 inch grouser pads, minimum machine weight of 63,000 l bs., with counter weights, minimum reach at ground line 35 feet, two (2) buckets, 36 inches wide digging bucket with teeth and a 60 inch ditch cleaning bucket. Lease one (1) D-6 LGP Dozer (or equal). This equipment (with operators), will be needed for ap proximately 60 days along with a total of eight (8) equipment moves. The areas of work in Delaware include: Penn Central East, Penn Central West, Guthries Run and Negro Run. The areas of work in Maryland include: Chesapeake City West, Pearce Creek, and C ourthouse Point. The percentage of work will be in New Castle County, Delaware (80%) and in Cecil County, Maryland (20%). Work is expected to commence on or about May 3, 2004. Work will consist of clearing out and cleaning up access areas in and along up land drainage ditches; clean out ditches of silt, debris, beaver dams and other items. The Invitation For Bid Number (IFB) W912BU-04-B-0010 will be available on the Internet Web page on or about 10 March 2004 with a bid opening date of 12 April 2004 at 2: 00 P.M. The applicable Davis Bacon wage rates will be incorporated into the Solicitation and will be part of any award made. No written or fax requests will be accepted. Contractors shall download this IFB (including drawings if applicable) and all amend ments from the Internet web page at the following address https://ebs.nap.usace.army.mil on or after the issue date of the IFB. The official media of distribution for the IFB is the Internet Web Page. All amendments to this IFB will be posted to the Inter net web page at the above address. Hard copies will not be furnished. It is the contractors responsibility to monitor the web page for any amendments. Interested contractors must register on the Internet Web page. If any of the contractors information chan ges during the advertisement period, contractors are responsible to make changes to their user profile on the Internet Web Page. Failure to make changes in their user profile may cause a delay in receiving notification of the IFB and Amendments. Contractor s are responsible for printing copies of the IFB and any amendments. The NAICS Code is 237990 with a size standard of $17.0 million. The estimated range of the project is $108,000.00. A 20% bid guarantee is required. Performance and Payment Bonds are als o required. All contractors must be registered in the DoDs Central Contract Register (CCR) database before award as required by DFARS 204.7300.
