- SOURCES SOUGHT NOTICE: The 3rd Contracting Squadron at Elmendorf AFB, AK is conducting an 8(a) competitive sourcing study. This is a Sources Sought Notice for solicitation FA5000-04-R-0013 to determine 8(a) interest and capability. This is not a formal solicitation. Any formal solicitation will be announced separately. The Air Force reserves the right to set-aside this entire acquisition for 8(a) small businesses. NO SOLICITATION OR WORKLOAD ESTIMATES ARE AVAILABLE AT THIS TIME, however, the following description is provided to assist offerors in determining their interest in providing the requested services: Transient Alert Service applies to all aircraft not assigned to Elmendorf AFB, AK. The contractor shall be required to provide all personnel, transportation, equipment and services to operate and support transient aircraft. Work consists of but is not limited to Transient Alert Management and Control, Arrival Services, Processing Services, Departure Services, Emergency Services, and Exercise/Contingency Support at Elmendorf AFB, AK. All work will be performed in accordance with commercial and industry standards, and all applicable federal, state, and local laws, regulations, and procedures. We anticipate the contract type will be firm-fixed price, 8(a) competitive, under NAICS 488119 with a size standard of $6,000,000.00. The total period of performance will be up to 5 years, structured by a one (1) year basic period and up to four (4) one year option periods to start 1 Oct 2004. Contractors are asked to submit capability statements expressing interest and intent. If you are an 8(a) small business that performs on contracts under NAICS 488119 and plan on participating in the competition of this acquisition, please provide information relative to past performance and/or experience similar to Transient Alert Service contracts. Information should be sufficient to support your capability to perform these requirements and should include detailed references (contract number, dollar value, scope of services and point of contact with their telephone numbers and whether it was a Government or Commercial type contract). Include data that addresses how you plan to have a workforce that possess? certifications that validate knowledge of aircraft practices and procedures. State your business size (average number of employees and average annual revenue). Please provide your companies name, address, and point of contact, telephone number and email address.
