- Description
- The Government intends to award a Research & Development contract for Integrated Strategic Planning and Analysis Network Modernization software effort. This will be an evolutionary acquisition using spiral development. It will also include operations and sustainment (O&S) of the developed software once it is delivered to production. Also O&S for the extant software of some small Legacy applications will be included: Theater Integrated Planning Systems, Data Management Services, and Document Production System. This O&S will begin when the contract ends. There is also optional work related to the C2 Software O&S: EDB Database Administration, Data Services, Operations & Sustainment and Additional ISPAN Extant Product Line O&S. The estimated dollar value of this effort is $370M. This program is classified and the DRAFT DD Form 254, Contract Security Classification Specification, cites TOP SECRET Clearance and Safeguarding and includes SIOP-ESI Information. The DD Form 254 will be posted with the RFP. The place of performance will be USSTRATCOM at Offutt AFB, NE, and the appropriate contractor facilities. This will be a Cost Plus Award Fee contract. This effort does offer subcontracting possibilities, so a listing of companies that have expressed an interest to the Government will be posted with this synopsis. Note* As Of 15 Feb 2004, ESC/NDK, Hanscom AFB has contracting authority. The new Solicitation number is FA8722-04-R-0003. *As of 24 Feb 2004 all updates to posted documents will be on this HERRB site. However all interested parties can refer to the FedBizOps site for all documents posted before 24 Feb 2004.
