Description
The National Highway Traffic Safety Administration, Vehicle Research and Test Center (VRTC) intends to negotiate with Heitz Automotive Testing, Inc. for the purchase of two (2) SPRINT-3 programmable steering machines. The equipment required by the agency must match existing units in order to conduct an expanded program of dynamic rollover research. Identical steering machines are required in order to exchange with existing units if necessary. The additional controllers must be fully compatible with software and EPROMS developed by the government. This action is being issued under the authority of FAR Part 13.5 utilizing Simplified Acquisition Procedures for Commercial Items/Services under FAR Part 12. This is not a Request for Proposal (RFP) nor is a RFP available. Interested parties believing they are capable of providing a programmable steering machine with software and system interfaces identical to the SPRINT-3 unit must respond to this notice in writing within fifteen (15) days after its posting on FedBizOpps. Interested parties must provide a written capabilities statement to Robin.Esser@NHTSA.DOT.GOV which clearly demonstrates that it can provide the required programmable steering machines. Oral expressions of interest will not be considered. A determination not to compete this proposed procurement is solely within the discretion of the government. In the absence of responses within the specified time herein, negotiations on a sole source basis will commence with Heitz Automotive Testing, Inc.
