THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. The Defense Reutilization and Marketing Service (DRMS), a primary level field activity (PLFA) of the Defense Logistics Agency (DLA) is seeking sources that can assist DRMS in fulfilling our mission of hazardous waste disposal in support of Operation Iraqi Freedom (OIF). This support is required in Iraq and surrounding areas. Principal location in Iraq is the U.S. Army Base Anaconda, near Baghdad, but may be expanded to other sites as yet to be determined. The contractor would be required to provide equipment (including an incinerator) and personnel necessary for the incineration of hazardous waste and other non-hazardous property, i.e. certain expendable textiles. Local incineration of hazardous waste may be deemed the most advantageous method of hazardous waste disposal, given the current state of the mission in Iraq. The incinerator used must be mobile, and meet the requirements of the Overseas Environmental Baseline Guidance Document (OEBGD) as required for the incineration of hazardous wastes in countries not governed by customary environmental regulations (i.e. RCRA, FGS, and EU etc.) NAICS code is 562211. Anticipated hazardous waste streams would include batteries, solvents, decontaminating agents and kits, solid waste containing heavy metals, pesticides, waste oil and fuel, grease, POL contaminated solids and soil, filters, aerosol cans, uncontrolled medicine, ethylene glycol, spill residue and empty containers that previously held hazardous materials. Anticipated generations are 3.7 million pounds (1.7 million KG) over an 18- month period. Interested and qualified sources are requested to provide the following information: (1) company name, point of contact, email address, telephone and facsimile numbers, and type and business size, (2) information telling us about your company and why you think you can perform on this type of contract, (3) and a statement of current capability, (4) estimated cost of operation for an 18-month period. Potential interested contractors may be invited to participate in an open forum to discuss the availability of the technologies sought, and establish the framework for the forthcoming solicitation. This synopsis is for informational and planning purposes only. The government will not reimburse respondents for any cost associated with the submission of capability statements in connection with this market survey. Respondents will not be contacted regarding their submission or information gathered as a result of this notice. The Government reserves the right to consider a small business set-aside based upon the responses received. Any information provided is voluntary. All information is submitted is at the offeror?s expense. All information provided will be treated as contractor proprietary data. The Government will not pay for any information that is submitted n response to this SOURCES SOUGHT synopsis.
