- Description
- The National Park Service issued a notice of availability of a prospectus for solicitation of proposals for marina facilities and services at the Whiskeytown Unit of the Whiskeytown-Shasta-Trinity National Recreation Area. The solicitation period was scheduled to be November 18, 2003 - March 3, 2004. The solicitation period has been extended to April 6, 2004 to provide adequate time for potential offerors to incorporate information provided by the National Park Service. In order for the National Park Service to evaluate the offeror's response to Principal Selection Factor 4 located in the Proposal Package at page 15, the offeror's estimate of the investments and startup costs of the business should be included on the forms at the end of Subfactor B4(a). All offerors must include their estimates of the value of all property intended for use in the concession contract and explain fully the methodology and the assumptions used to develop the estimates. Estimates that are not fully explained may result in a reduced score for Principal Selection Factor 4. Offerors should identify any property management or appraisal certifications held, if any, by the offeror or by a third party employed in developing such estimates of value and list the individual's experience and skills. The information provided should be of sufficient detail to allow a reviewer to fully understand and determine the soundness of the estimates.
