- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The work consists of Cost Documentation Services: providing all non-personal services to establish and maintain litigation sufficient, site/project specific cost documentation files on Hazardous, Toxic, and Radioactive Waste (HTRW) projects accomplished b y the Corps of Engineers under the Environmental Protection Agency (EPA) Superfund Program. Non-personal services will include all labor, equipment, materials and facilities to: a. Provide and operate a contractor owned/leased central document storage and maintenance facility physically located in Omaha, Nebraska. b. Research, identify, and accumulate cost records into site/project-specific cost documentation files in accordance with the approved work plan. Store these cost documentation files in the cont ractor owned/leased and operated central records storage and maintenance facility located Omaha, Nebraska until the associated Interagency Agreement is financially complete and approval is granted to transfer the site file records to the Federal Records Ce nter. Assemble, maintain and update cost documentation files in accordance with the work plan. Provide EPA or Department of Justice (DOJ) requested cost documentation files by the date specified by the Contractor Officer's Representative (COR). c. Provi de all travel and associated expenses necessary to assemble and maintain cost documentation files. Travel will be conducted at any U.S. Army Corps of Engineers office located in the (50) United States. All travel expenses will be reimbursed at actual cos t in accordance with the Government Joint Travel Regulations. d. Create duplicate site files for submission to EPA or DOJ for each documentation request received. Redact the records to remove employee home addresses, social security numbers and credit ca rd numbers prior to submission. e. Prepare monthly work plans, trip reports and monthly summary reports in accordance with the Statement of Work. The solicitation package will be available through the Internet Only. Paper copies will not be provided. On or about February 23, 2004, this office will issue Request for Quotation No. W9128F-04-T-0017 for Cost Documentation Services for the U.S. Army Corps of Engineers. Quotes will be received no later than April 1, 2004. This solicitation is restricted to small business participation only. The anticipated contract duration includes a one (1) year basic contract and four (4) one-ye ar options. The estimated price range is between $1 million and $3 million dollars. The Standard Industrial Classification (SIC) code for this requirement is 8721. The small business size standard is $6.0 million. The FSC code is R703; NAICS Code is 56 1110.
