- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Army Contracting Agency at White Sands Missile Range, NM is soliciting proposals for firm fixed price non-personal services to repaint and repair 14 missiles and rockets from the Muse um Missile Park. The period of performance will be 31 Mar to 30 Sep 2004 for CLIN 0001 and 31 Mar to 31 Dec 2004 for CLIN 0002. Anyone able to provide this service is encouraged to respond. If selected, you must be registered in the Central Contractor Registration (CCR) (http://www.ccr.gov/) in order to receive the award. If you are not in the CCR at the time we are ready to make the award, you will be disqualified. The preferred method of payment is by Government VISA Card. The NAICS Code and the sma ll business size standard for this procurement are 711510 and $6,000,000.00. This requirement is set aside 100% for small business. The following provisions and clauses apply: FAR 52.212-1 Instructions to Offerors, Commercial Item (in lieu of completing and submitting the representations and certifications required by paragraph (b) (8) you are required to complete and submit the Proposal Summary form found at our webpage); FAR 52.212-4 Contract Terms and Conditions, Commercial Items, FAR 52.212-5 Contrac t Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items (in paragraph (b) the following clauses apply: 52.219-6, 52.222-3, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-33, 52.232-36. DFAR 25 2.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items also applies to this offer. The following clause cited in DFAR 252.212-7001 applies: 252.247-7024. In addi tion to the preceding, the following FAR and DFAR clauses/provisions are incorporated by reference: 52.223-5, and 252.204-7004. FAR 52.252-2 is incorporated by full text. Copies of FAR clauses/provisions may be accessed via the Internet at www.arnet.gov or http://farsite.hill.af.mil. A site visit will be conducted on 02 Mar 2004 at 1:00 p.m. MST. You must notify Ms. Terrie Cornell at cornellt@wsmr.army.mil or telephone (505) 678-2250 of your intent to attend the site visit no later than 2:00 p.m. MST 0 1 Mar 2004. You are limited to three attendees. Award will be made to the responsible offeror whose offer conforms to the synopsis/solicitation and will be most advantageous to the Government. Accordingly, we reserve the right to award to other than the low offeror based on the following criteria listed in descending order of importance: Technical and Price. However, as the degree of the technical proposals become more equal, the importance of price will increase. To receive a blue rating, the contrac tor must 1) provide evidence of one year of experience in historic rocket restoration or photographic evidence of having repaired and repainted six rockets 2) provide evidence of the ability to move and transport the missiles and rockets. The following co lor rating system will be used in the evaluation of proposals: (GREEN) A proposal that demonstrates competence and significantly exceeds the standard for evaluation; high probability of success. There are no significant weaknesses and only minor correcta ble deficiencies. (BLUE) A proposal that meets the standard for evaluation; good probability of success. There are no significant weaknesses and any deficiencies can be readily corrected. (YELLOW) A proposal that may meet the standard for evaluation if more information wa s available, possible potential for success. There are major weaknesses or significant number of deficiencies. (RED) A proposal that fail s to meet the standard for evaluation, poor potential for success. There are significant weaknesses and deficiencies. A copy of the Scope of Work for each Contract Line Item Number (CLIN), a list of the missiles and rockets, and photos representative of the required types of paint patterns on the rockets and missiles is located on the website at http://www.wsmr.army.mil/docpage/docpage.htm under Status of Current Solicitations and Sources Sought. In the Business Opportunities box on the webpage, the offe ror will need to fill out the Proposal Summary and submit it with the proposal.
