- WI 2004 (Workforce Innovations 2004). The 8th Annual Premier Event serving The Workforce Investment System is sponsored by the U.S. Department of Labor's Employment& Training Administration (ETA) and the National Association of Workforce Boards (NAWB). WI 2004 will be held July 19-21, 2004, at the Henry B. Gonzales Convention Center in San Antonio, TX. ETA and NAWB are seeking vendors to exhibit and/or to sponsor this conference. The Federal Government Spends $10+ Billion Annually on Workforce Investments! WI 2004 is an exclusive forum that attracts 2,000+ decision makers from the public sector (Federal, State and Local) who oversee One Stop, WIA, Welfare to Work, Community Colleges and related programs.
