Description
This announcement is a Sources Sought Synopsis. Its purpose is to generate responses from qualified 8(a), HUBZONE, veteran owned, or small business concerns, which have the interest and ability to provide FDA with animal husbandry services at 2-3 research facilities in the Washington, DC metropolitan area. The NAICS code for this procurement is 541710. Contractors interested in this requirement must submit a capability statement. Capability statements should include a description of your organization’s experience and ability to provide animal husbandry services including but not limited to cage washing, feed and bedding support services, maintaining a clean environment, and observations of approximately 8,000 to 9,000 rodents (i.e., rats and mice), 10 dogs or minipigs, 300 to 350 ferrets/rabbits, and an incidental number of other miscellaneous species annually. In addition environmental parameter checks of each facility must be performed. The Contractor will also provide technical services in support of approved protocols for animal studies associated with, but not limited to the use of rats, mice, rabbits, sand rats, or other species of small laboratory animals. Experimental procedures include but are not limited to administration of substances by subcutaneous, intravenous or intraperitoneal injections, gavaging, and collection of tissues and body fluids. The number of dose groups, the concentration(s), volume and methods of administration are dictated by the experimental protocol and design. Special personnel qualifications include certain employees to be Laboratory Animal Technologist (LATG), Laboratory Animal Technician (LAT), and Laboratory Animal Technician (LAT) certified at time of employment. All animal husbandry services shall be carried out in accordance with the Animal Welfare Act, Public Law 89-544, 1966 as amended (P.L. 91-579, P.L. 94-279 and P.L. 99.198) 7 U.S.C. 2131 - 2159, 7 CFR 2.17, 2.51 and 371.2 (g), Guide for the Care and Use of Laboratory Animals, Institute of Laboratory Animal Resource (ILAR) 1996, PHS Policy on Humane Care and Use of Laboratory Animals - 1996. Some studies will require compliance with Good Laboratory Practices. The Contractor shall comply with all safety and health policies and procedures as identified in the Maryland (MD) or United States (US) OSHA guidelines and FDA Safety Office. Some experimental animal studies may be conducted using chemicals or radiological products that are known or suspected to be toxic to humans. Strict biological, chemical, or radiological containment for safe work practices and proper waste disposal procedures shall be employed to minimize exposures to personnel and the work environment. If available, Material Safety Data Sheets (MSDS) from chemical manufacturers shall be used to determine the hazards and appropriate work practices. Any new safety SOPs for activities with hazardous chemicals shall be developed by the Contractor based on researchers' approved protocols and submitted to the FDA for approval. SOPs shall comply with OSHA regulations, i.e. the Hazard Communication Standard (29 CFR 1910.1200), the OSHA Occupational Exposure to Hazardous Chemicals in the Laboratory (29 CFR 1920.1450), the Occupational Health and Safety in the Care and Use of Research Animals, National Research Council, 1997, and Biosafety in Microbiological and Biomedical Laboratories (CDC-NIH, 1993). Interested contractors shall provide (1) a summary list of similar work previously performed or being performed; (2) the professional qualifications and specific experience of staff who may be assigned to the requirement; resumes for proposed key personnel should be included; (3) any other specific and pertinent information as pertains to this Sources Sought Notice that would enhance FDA’s consideration and evaluation of the information submitted. Responses must reference Request for Information (RFI) number 223-04-8013 and include the following: (1) name and address of firm, (2) type of business (i.e.: small business, small disadvantaged 8(a) certified, HUBZONE, woman-owned small business, small disadvantaged business (not 8(a) certified), veteran-owned small business, disabled veteran owned business, etc.) (3) two points of contact: name, title, phone, fax and e-mail, (4) DUNS number, (5) NAICS codes, (6) contractor’s capabilities statement which provides the information stated above, (7) list of customers covering the past 5 years including a summary of animal husbandry work performed, contract number, contract type, dollar value for each customer, reference and customer point of contact with phone number, and identify your role as either the Prime or Subcontractor. THIS SYNOPSIS IS FOR INFORMATION AND PLANNING PURPOSES AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP INFORMATION REQUESTS. RESPONDENTS WILL NOT BE NOTIFIED OF THE RESULTS OF THE EVALUATION. ALL INFORMATION SUBMITTED IN RESPONSE TO THIS ANNOUNCEMENT MUST ARRIVE ON OR BEFORE THE CLOSING DATE.
