- This pre-solicitation is modified to reflect the following changes: The basic year maximum quantity is revised to reflect 12 Mil each I/L/O 10 Mil each. There will be one quantitiy year option with a minimum quantity of 1 Mil each and a maximum quantity of 12 Mil each. This solicitation will be awarded as a Indefinite Quantity/Indefinite Delivery Type Contract under NSN: 8455-01-475-2208, ITEM: Insignia, Shoulder Sleeve, United States of America, National Flag, Full, Color Right Shoulder, Destination: New Cumberland, PA 17070; Quantity will be for a Minimum of 5 Million each and a Maximum of 12 Million each. There will be one quantity year option with a minimum of 1 Mil each and a Maximum of 12 Mil each.It is the Government’s intention to make two awards based on a 60%/40% split. Delivery Order 0001 will be issued for a requirement of 5 Million. Delivery Order 0001 will reflect five (5) deliveries of 600,000 (60%) and 400,00 (40%) beginning 60 days after date of award. First Article Test samples three (3) each due 15 days after date of award, made in accordance with MIL-DTL-14652B Dtd 18 Dec 2001, made in accordance with drawing A-1786 Dtd 20 Sept 2000 and Cartoon A-1-786 Dtd 02 July 2000. Solicitation will be issued as a Total Small Business Set Aside. BERRY AMENDMENT APPLIES. Solicitation will include end item specification. Solicitation will be available on the Procurement Gateway on or around March 2, 2004. Contractor supplies all materials. Contractor must be CCR Registered and have a government cage code. The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as The Berry Amendment impose restrictions on the DoDs acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and specialty metals (as defined in DFARS clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies. Availability of solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form. Offeror should register to receive notification of this solicitation or solicitation amendments. Copies of this solicitation can be found on the DLA Procurement Gateway (Gateway) at http://progate.daps.dla.mil/home on or after (March 2, 2004).
