- Description
- The purpose of this notice is to provide for comment the draft Request for Proposal (RFP) (Sections B through H) for the Department of Homeland Security (DHS) Security, Planning and Integrated Resources for Information Technology (SPIRIT) Project. NOTE: In order to make this posting, FBO forced us to select only one NAICS code; however, the following NAICS codes apply: 541511, 541512, 541513, and 541519. All comments must be submitted electronically to both the SPIRIT Contracting Officer, Brenda Peterson, at bpeterson@comdt.uscg.mil and the SPIRIT Program Manager, Danielle Wildason, at dwildason@comdt.uscg.mil. All comments on the draft RFP must be received by close of business on March 15, 2004. All comments received will be adjudicated and considered for inclusion in the final RFP. We will NOT be issuing a separate FedBizOpps posting in response to the consolidated comments received, nor will we be responding directly to individual comments. By mid-March 2004, we will post a draft of the remainder of the DHS SPIRIT RFP (Sections I, K, L and M) for comment. Contractors are advised that we will be requiring technical and cost proposals on one sample task per functional area for use in our evaluation process. The sample tasks will not be provided to industry prior to release of the final RFP. Contractors are also advised that technical proposals for each functional area in response to the final DHS SPIRIT RFP will be limited to 25 pages. This 25 page limit includes the technical proposal for the sample task and your overall management approach for the DHS SPIRIT contract. This 25 page limit does NOT include past performance information, cost/price information for either Section B of the DHS SPIRIT contract or the cost proposal for the sample task, or your corporate descriptions of the individual core labor categories. NOTE: WE WILL NOT BE RESPONDING TO INDIVIDUAL E-MAILS, TELEPHONIC INQUIRIES, OR REQUESTS FOR ONE-ON-ONE MEETINGS REGARDING THE DHS SPIRIT PROJECT OR THE DRAFT RFP.
