Description
The U.S. Department of State, Office of Acquisition Management will issue a solicitation for the manufacture of armored vehicles. These armored vehicles will be worldwide for protection of American officials. A portion of the solicitation is classified as Secret. All offerors will have a pre-solicitation site visit and will be evaluated by the attached site survey by a government official. The manufacturing will be accomplished at the contractors’ facilities and shipped to the Department of State Facilities located in the Washington, D.C. metropolitan area. It is anticipated the contract will have a 12 month base year with 4 one-year options. The government contemplates an Indefinite Delivery/Indefinite Quantity contract for this requirement. Future acquisitions will be full and open competition with firms who have clearance or who are able to obtain clearances prior to the release of the solicitation. The Government will issue a synopsis well in advance of the solicitation release so firms that may not possess the required clearances are given the opportunity to obtain a clearance. However, due to the time and cost associated with the clearance process, the Department will only sponsor those firms for clearance that it believes have the necessary technical capabilities to furnish these vehicles. The clearance process as well as the necessary technical capabilities will be included in the synopsis so that all firms are aware of the Government’s requirements.
