- This is notice that OPM intends to use simplified acquisition procedures to award a purchase order for a five-month period on a sole source basis to Anthony Davis, Route 2, Box 83B, Charles Town, WV 25414, a small business, veteran owned business and service-disabled veteran owned sole proprietorship to provide specialized audio/visual (AV) and information technology (IT) system administrator support for Eastern Management Development Center's residential learning and off-site facility's educational programs. Only this responsible source and no other service will satisfy our agency's requirement. During the five month period of performance of these services, OPM will conduct a competitive procurement to award a new contract as a follow-on to this purchase order. EMDC provides continuous year round seminars concentrating on leadership and management development for leaders in Federal government which uses state-of-the-art audio visual and information technology hardware and software. EMDC finds it necessary to bridge the current blanket purchase agreement to satisfy agency requirements until full and open competition needs are provided for. This notice is for information only, and may represent the only official notice.
