Description
NASA plans to issue a Best Value, Request for Offer (RFO) to replace one and possibly more existing High Speed Data Acquisition Systems (HSDAS) at Stennis Space Center (SSC). A minimum system shall consist of one high-speed digitizer with 32 channels, expandable to 64 channels, for converting dynamic analog signals to a digital format. The sample rates per channel shall vary between 40 and 102,400 Hz with 16-bit resolution analog/digital converters. The HSDAS shall be capable of storing digitized data at a remote Test Control Center approximately 1,500 feet away from the HSDAS's location in a signal conditioning building using hard-disk drive storage in a Redundant Array of Independent Drives (RAID) or other redundant disk storage technique configuration for data recording. Systems shall be supplied with operator interface software for setup including calibration and data extraction. Each system shall conform to the HSDAS specifications supplied with the solicitation. Item 1: 16 Bit, High Speed Data Acquisition System, 32 channel expandable to at least 64 including operator interface software for converting dynamic analog signal to a digital format. The unit will be warranted for 1 year. Item 2: 16 bit, High Speed Data Acquisition System, expansion unit/board, 32 channels for converting dynamic analog signals to a digital format with expansion chassis (if required). The unit will be warranted for 1 year. Item 3: Complete set of documentation/manuals on CD in PDF format. Item 4: Hardware Maintenance/ Service Agreement, 1-year. Item 5: Software Maintenance/ Service Agreement, 1-year. Potential offerors shall submit an offer for all the Items identified in the solicitation. There shall be no hard copies of the solicitation. Additionally, upon release of the solicitation all offerors are reminded that all correspondence with regard to the same shall coordinate through the Office of Procurement** This procurement is 100% small business set-aside. The NAICS Code and Size Standard are 334513 and 500 respectively. If significant small business interest is not identified within Fourteen (14) Calendar Days of issuance of this synopsis, the resulting solicitation shall be issued unrestricted. Delivery schedule, no delivery shall take longer than ninety- (90) calendar days from Delivery Order to acceptance. Period of performance, this will be an Indefinite Delivery Indefinite Quantity (IDIQ) contract for five (5) years; one (1) Basic year with four (4) Option years. Contract type will be a Fixed-price with economic price adjustment. All interested small businesses shall notify this office not later than March 8, 2004 through a statement of capabilities, including relative past performance and experience that clearly indicates their company's capabilities to meet the identified requirements. The DPAS Rating for this procurement is DO-C9. The Government intends to acquire this commercial item in accordance with FAR Parts 12 and NFS 1871. The Government reserves the exclusive right to award to other than low offer on a "Best Value" procurement. The evaluation factors for this procurement are as follows: 50% Technical Compliance/Expertise, Cost 25%, Past Performance 15% and Schedule 10%. Technical Compliance/Expertise and Past Performance are significantly more important than Cost or Schedule. FOB is destination. The anticipated release date of this RFO in on or about March 15, 2004, with responses due not later than April 6, 2004, 3:00 PM (Central Time). All questions with respect to this procurement shall be submitted in writing to this office, not later than March 26, 2004. An Ombudsman has been appointed. See NASA Specific Note "B".
