- Description
- NASA/GSFC plans to issue a Progressive Competition Request for Proposals (RFP) NNG04-4003-GGH. NASA GSFC, in support to the National Oceanic and Atmosphereic Administration requires a contractor to perform the formulation phase activities for the Solar Imaging Suite (SIS) for the upcoming Geosynchronous Operational Environmental Satellite (GOES) R Series. The SIS is being developed to provide real time measurement of solar activity and provide continuous images of the solar disk for the GOES program series of geo-synchronous satellites to replace the current GOES Series Solar Instruments. The SIS will improve solar flux measurements and solar imaging for space weather forecasting. The first suite of instruments is expected to fly on GOES_R in 2012 and will be capable of performing multiple tasks in support of space weather sciences. During this first phase, "Formulation," the contractor will complete systems requirements analysis, system trade studies, system requirements baselines and conceptual design of a SIS suite of instruments. The SIS will detect the beginning, duration, and magnitude of solar flares, provide continuous imaging of the solar disk, and will monitor the solar flux in the extreme ultraviolet range. The following trade studies will be required during the formulation phase: 1) Requirements analysis, systemconfiguration, and architecture trady study; 2) Solar X-Ray Imaging Architecture Trade Study; 3) EUVS Architecture Trade Study; 4) Calibration Methodolgies Trade Study; and any additional trade Studies as proposed by the contractors. The contractor will also be required to perform Risk Assessments and prepare management plans as well as concept design and cost estimates. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The NAICS Code and Size Standard are 541330. The anticipated release date of the RFP is on or about March 10, 2004 with an anticipated offer due date of on or about April 15, 2004 An ombudsman has been appointed -- See NASA Specific Note "B".
