Description
The National Heart, Lung, and Blood Institute intends to negotiate on a non-competitive basis with Armelle deLaforcade, 5 Grafton Street, Millbury, MA., 01527, to provide Veterinary Critical Care Consulting Services for the Office of Research Services (ORS) Division of Veterinary Resources for period of twelve (12) months. The sole source determination is based upon Dr. deLaforcade’s research in the field of veterinary emergency and critical care medicine. Dr. deLaforcade’s research specifically involves septic shock peritonitis in dogs and has established criteria and standards directly relevant to the research conducted by the NIH intramural research program. In order for NHLBI to obtain the best possible outcome in their studies on septic shock using dogs as the research model it is critical that Dr. deLaforcade, be issued the award based on her knowledge and expertise. An award to any other source would effect the anticipated outcome of the on going research, and threaten the investment already made, and would not provide any cost savings to the Government. The North American Industry Classification (NAICS) Code is 541940 and the Size Standard is $6.0M. The acquisition is being conducted under simplified acquisition, commercial item procedures and is exempt from the requirements of FAR Part 6. This notice of Intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely for the purpose of determining whether to conduct future competitive procurement. Inquires to this announcement, referencing synopsis number “NHLBI-PS-2004-049", may be submitted to the National Heart, Lung, and Blood Institute, Contracts Operations Branch, Procurement Section, 6701 Rockledge Drive, Suite 6042, Bethesda, MD 20814-7902, Attention: Deborah Coulter. Fax responses will only be accepted if dated and signed by an authorized company representative. All responsible sources may submit a response, which if timely received shall be considered by the agency.
