Description
The National Heart, Lung, and Blood Institute intends to negotiate on a non-competitive basis with Carl Zeiss, Inc., Thornwood, New York, 10594, to purchase an upgrade to an existing government owned Zeiss LSM 510 Confocal Microscope. The LSM 510 Confocal microscope UV system will require the Zeiss 405 upgrade package which will enhance performance and add new capabilities, which were not available upon the initial purchase of the equipment. The existing government owned Confocal UV microscope was manufactured by Carl Zeiss, Inc., and therefore only a Carl Zeiss upgrade is compatible. A change in the product would effect ongoing laboratory research and threaten the investment already made, and would not provide any cost savings to the Government. This acquisition is being conducted under simplified acquisition procedures and is exempt from the requirement of FAR Part 6. The North American Industry Classification System (NAICS)Code is 339111, size standard is 500 employee. There are no set aside restrictions for this acquisition. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement. Responses to this announcement, referencing synopsis number NHLBI-PS-2004-043, may be submitted in writing to the National Heart, Lung, and Blood Institute, Contracts Operations Branch, Procurement Section, 6701 Rockledge Drive, Rockledge Building 2, Suite 6042, Bethesda, Maryland 20892-7902, Attention: Deborah Coulter. Fax responses will only be accepted if dated and signed by an authorized company representative. All responsible sources may submit a response, which if timely receive, shall be considered by the agency.
