- Description
- The National Heart, Lung, and Blood Institute intends to negotiate on a non-competitive basis with SurroMed, Inc., 1430 O’Brien Drive, Menlo Park, CA., 94025 to provide proteomic analysis of serum for biomarkers of the vascular disease, in-stent restenosis. The sole source determination is based upon the use of SurroMed’s proprietary technology platforms discovered in their research in proteomic analysis. The North American Industry Classification (NAICS) Code is 541690 and the Size Standard is $6.0M. In order for NHLBI to obtain the best possible outcome in their proteomic analysis studies, it is imperative to use SurroMed’s proprietary technology platforms. An award to any other source would effect the anticipated outcome from the use of SurroMed’s proprietary technology platform, threaten the investment already made, and would not provide any cost savings to the Government. The acquisition is being conducted under simplified acquisition, commercial item procedures and is exempt from the requirements of FAR Part 6. This notice of Intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely for the purpose of determining whether to conduct future competitive procurement. Inquires to this announcement, referencing “Solicitation number” NHLBI-PS-2004-038, may be submitted to the National Heart, Lung, and Blood Institute, Contracts Operations Branch, Procurement Section, 6701 Rockledge Drive, Suite 6042, Bethesda, MD 20814-7902, Attention: Deborah Coulter.
