Description
The U. S. Department of Agriculture, Region 6, Olympic National Forest, Olympia, WA is issuing an Invitation for Bid (IFB) for the Quinault Work Station Collection & Treatment Facility Improvements—Pacific Ranger District, Quinault, WA. The major work items are: upgrade of existing sewage treatment plant; convert sewage treatment plant from a 30,000 gpd activated sludge plant to a 80,000 gpd membrane filter plant; includes extensive remodel and reconfiguration of the plant including aeration basins and secondary clarifiers, installation of an ultra-filtration membrane package, upgrade and reconfiguration of piping, installation of process controllers, and the upgrade and reconfiguration of the electrical control system (including a new PLC) to run the plant. Contract work time is 723 calendar days. There is no government furnished property. Estimated start work date is June 7, 2004. The Government’s estimated price range is between $1,000,000 and $5,000,000. The North American Industry Classification System (NAICS) is 237110 with a size standard of $28.5 M. Bonding is required for this project. This solicitation IFB R6-9-04-07 will be advertised as full and open competition Invitation for Bid (IFB) in accordance of FAR Part 14. Davis-Bacon wage rates apply. The solicitation issue date is approximately March 5, 2004 with bids due April 20, 2004 by 4:30 p.m. The pre-bid meeting will be held at the Pacific Ranger District, Quinault Office, March 12, at 9:00 a.m. Attendees need to contact Dennis Schneider by 3:00 p.m. by March 11, 2003 at (360) 956-2274. The final pre-bid design conference will be April 2, 2004 at 9:00 a.m. at the Quinault Office. Directions to the Quinault Office are travel approximately 42 miles north from Hoquiam, WA on Highway 101 to the South Shore Road of Lake Quinault; continue right on the South Shore Road for approximately 1.6 miles to the Forest Service Quinault Office. CDs containing the preliminary proposed drawings & specifications (1CD), scanned drawings of existing system (1 CD) and existing photos of the project site (including control panels) (2CDs) may be requested after February 23, 2004. Disks need not be returned. A CD containing proposed final drawings & specifications, which replaces the preliminary CD, will be available after March 22, 2004. It will be automatically sent to those who have requested the earlier set. Others may request the complete set (final proposed drawings & specifications (1 CD), scanned drawings of existing system (1 CD) and existing photos of the project site (including control panels (2 CDs) at that time.
